Pakistan has been working with nuclear energy for nearly 70 years. It is one of the few developing countries that builds and runs its own nuclear power plants with no heavy outside management. The program started small in the 1970s. Today it runs a network of reactors that power millions of homes. For a country that deals with regular energy shortages & high fuel import costs, nuclear power has turned into one of the more reliable parts of its energy supply.
A Brief History of Pakistan’s Nuclear Power Program
The story starts in 1956 when Pakistan set up the Pakistan Atomic Energy Commission, or PAEC. This body still runs the country’s nuclear program today. Pakistan’s first plant was KANUPP, also called K-1. It was built near Karachi with Canadian help & went critical in August 1971. It was a small reactor, but it made Pakistan the first Muslim country to run a commercial nuclear power plant.

Canada pulled its support in the mid-1970s. Pakistan had no option but to build its private machine shops, welding facilities & training centers. This forced self-reliance turned out to be useful later on. It gave Pakistan the skills it needed when it started working with China on its next set of reactors.
In 1991, China agreed to supply a 300 MWe reactor design for Chashma in Punjab. This plant, called CHASNUPP-1, joined the national grid in May 2000. Since then, China has supplied the technology & financing for almost every new reactor Pakistan has built.
The Two Major Nuclear Sites
Pakistan runs its commercial nuclear plants at 2 locations.
Chashma Nuclear Power Generating Station sits in Punjab near Mianwali. It has four working units known as C-1, C-2, C-3 & C-4. All four use a 300 MWe pressurized water reactor design. C-1 produces around 325 MWe. The other three each add about 340 MWe. These plants came online in 2000, 2011, 2016 & 2017. Pakistan built them one at a time over nearly two decades.
Karachi Nuclear Power Generating Station sits on the Sindh coast near Paradise Point. It houses K-2 & K-3, two identical reactors built on a 1100 MWe design. K-2 started commercial operation in 2021. K-3 followed soon after and reached criticality in early 2022. Together, these two units mark the biggest jump in nuclear capacity Pakistan has made so far. The original K-1 reactor served the country from 1971 until it was shut down in August 2021 after fifty years of operation.
Current Capacity and What It Means for the Grid
Pakistan now runs six nuclear reactors in these two sites. Combined, they produce close to 3262 MWe net or about 3530 MWe gross. That number is small compared to countries like France or the United States, but it plays a big role in Pakistan’s grid. In 2023, these plants supplied more than 22000 kWh of electricity to the national system. That made up close to 17 percent of the country’s total electricity mix.
Nuclear power stands out because it is steady. Hydropower changes with the seasons. Fossil fuels depend on global prices & currency swings. Nuclear plants keep producing power day after day at a fixed rate. In a country that struggles with circular debt and rising fuel bills, this kind of stability matters a lot.
What Comes Next: Chashma Unit 5 and Beyond
Pakistan plans to keep expanding. In June 2023, it signed a 4.8 billion dollar deal with China to build a new HPR1000 reactor at Chashma, referred to as Unit 5. Construction started at the end of 2024. This reactor will produce 1200 MWe, making it the largest single unit in the country once it is finished. In March 2026, the IAEA approved a safeguards agreement for the plant, which was an important regulatory step. The unit should start running around 2030.
Pakistan’s plans stretch much further than that. Under its Nuclear Energy Vision 2050, the country wants to reach 40000 MWe of nuclear capacity by mid-century. That is a massive jump from where things stand now. Reaching that goal will depend on continued support from China, steady financing & Pakistan’s personal economic stability. Still, the target shows how much weight nuclear energy carries in the country’s long-term energy plans.
Safety Oversight & International Standing
Pakistan’s civilian nuclear plants operate under the Pakistan Nuclear Regulatory Authority and follow IAEA safeguards. The plants have kept a strong safety record for decades. Questions still come up internationally about the secrecy around parts of Pakistan’s wider nuclear program, especially facilities tied to military use. These sit outside civilian oversight. Pakistan has not signed the Nuclear Non-Proliferation Treaty, which shapes how other countries view its program. Its power reactors, though, remain under IAEA monitoring and inspection.

Pakistan’s nuclear power story is one of persistence. Cut off from early partners, the country built its own expertise step by step. Today it runs a growing fleet of reactors that keep power flowing to millions of people. With Chashma Unit 5 under construction & bigger goals set for the coming decades, nuclear energy looks set to take on a larger role in Pakistan’s power sector. How far the country gets will depend on financing, regulation & continued cooperation with China. The direction so far points toward nuclear power becoming a bigger part of Pakistan’s future.
