The 2026 US Midterm Elections: How Domestic Politics Could Reshape American Foreign Policy

The 2026 US midterm elections serve as a crucial referendum on President Donald Trump’s domestic and foreign policy agendas. Driven by voter dissatisfaction with inflation, tariffs, and military involvement in Iran, low approval ratings threaten Republican congressional control. Should the opposition gain majorities, heightened oversight and spending scrutiny could restrict executive authority, forcing Washington to recalibrate its regional alliances, trade strategies, and long-term engagement with partners like Pakistan.

On November 3, 2026, the United States will have a midterm election, which takes place in the middle of a presidential term, to determine the balance of power and the trajectory of US domestic and foreign policy for the next two years. The US President, Donald Trump, does not seek re-election; this midterm election will influence his ability to set domestic and international priorities.

Beyond the contest for congressional seats, the elections will test how domestic political pressures shape America’s role in an increasingly uncertain international environment. In addition, this midterm could trigger a political crisis in US politics. The results of the 2026 US midterm elections would have a significant impact on US foreign policy decisions, especially regarding the Iran war, competition with China, and relations with Iran because Congress has substantial authority over legislation, oversight, and funding. Therefore, the upcoming US midterm elections will significantly influence the foreign policy trajectory under President Trump.

What Surveys and Polls Reveal About the 2026 US Midterm Elections

Different surveys and polls show that President Trump’s approval rating is significantly low in the United States. Economic conditions remain central to the electoral contest. According to a Pew Research Center survey published on October 8, 2026, 84 percent of registered voters consider the economy crucial to their midterm vote. Meanwhile, polls also suggest that 73 percent attach similar importance to the future of democracy. These concerns illustrate the challenges facing the administration. Political promises and ideological commitments must ultimately be assessed against voters’ everyday experiences, including the cost of living, employment opportunities, and the financial security of a common household.

Foreign policy has a profound connection to these domestic concerns. The Chicago Council on Global Affairs’ 2026 survey demonstrates that 86 percent of Americans believed the war with Iran had negatively affected the cost of living in the United States. Similarly, 81 percent considered tariffs harmful to domestic living costs. In countries like the United States, people have always used the midterm elections to express their views on performance and foreign policy decisions.

US Midterm Elections and Congressional Control

The relationship between Congress and the presidency is crucial to understanding the potential consequences of the midterm elections. The US midterm elections serve as a critical mechanism for determining Congressional balance of power, as voters elect all members of the House of Representatives and approximately one-third of the Senate, potentially reshaping the legislative environment in which the president pursues his domestic and foreign policy agenda. All 435 House seats and approximately one-third of Senate seats are contested.

To rule the country with authority, a US president needs control over Congress, as strong foreign policy requires Congressional support. US Lawmakers hold significant influence over defense appropriations, foreign assistance, sanctions legislation, and trade policy. Moreover, Congressional committees can investigate and scrutinize foreign policy decisions.

If the opposition gains control of one or both chambers, the Trump administration would face greater legislative resistance and oversight. However, this would not automatically reverse the Trump administration’s existing policies. The president retains significant executive authority, while internal disagreements in the Republicans can complicate the legislative process. The important distinction is between constraining presidential action and fundamentally changing national strategy. A divided Congress may increase the political costs of certain decisions without eliminating the administration’s ability to pursue its broader objectives.

US Midterm Elections as a Referendum on Trump’s Foreign Policy

The conflict with Iran provides a particularly important example of the relationship between international commitments and domestic political pressures. History suggests that military operations and foreign interventions of the US government have always led to domestic economic costs, political contentions among the Democrats and Republicans, and uncertainty in global energy markets. These consequences can become politically significant when voters question whether overseas commitments justify their economic and strategic costs, especially after they elected Donald Trump on his slogan of no foreign intervention and Make America Great Again in the 2024 general election.

MAGA

A Pew Research Center survey published on October 8 states that 65 percent of Americans disapproved of Trump’s handling of US military action in Iran. Although this discontent among US citizens would not lead to a withdrawal of the US from the Iran war, it could exert political pressure on the lawmakers to scrutinize President Trump’s decisions. If the upcoming elections led to any major change in Congressional control, the Trump administration would have to face criticism and intense debates over military funding, executive authority, and the objectives of US involvement in Israel’s war on Iran.

Despite all this, regional and international security and political climate, and national strategic interests of the country may limit the extent to which electoral pressure changes policy. For the Trump administration, the actual challenge is to reconcile its international objectives with domestic expectations concerning economic stability, accountability, and the costs of military involvement.

US Midterm Elections 2026: Implications for Global Politics and Pakistan

The US midterm elections could also influence the country’s relationships with major regional and international powers. Congressional debates over tariffs on China and other countries, technological restrictions, and defense spending could influence the country’s foreign policy decisions, especially regarding the Indo-Pacific region. However, if political disagreements emerge among the US lawmakers over particular measures, the US-China competition over economic and technological influence will remain a significant feature of US policy.

Moreover, relations with Russia and European security could also be affected by congressional decisions concerning sanctions, defense appropriations, and assistance to Ukraine. However, the extent of any change would depend on the specific legislation, the composition of congressional majorities, and President Donald Trump’s priorities.

For Pakistan, the US midterm elections could also be highly significant because a congressional change would influence the administration’s focus on South Asian security, Afghanistan-related concerns, and other regional issues. Congressional debates may also shape the resources and institutional priorities available for engagement with Pakistan, improving or weakening bilateral relations. Islamabad needs to assess policy decisions, diplomatic engagement, and overlapping strategic interests to strengthen this partnership rather than focusing on a transactional alliance with Washington based on geostrategic interests.

US Midterm Election Results: Turnout, Congress and America’s Global Role

If Republicans retain control of both chambers, the administration may find it easier to pursue its legislative priorities, although internal disagreements will persist. If Democrats gain the House, investigative oversight and resistance to selected policies could increase. If the opposition gains control of both chambers, legislative negotiations and scrutiny of executive decisions could become more consequential. These are institutional possibilities, not predictions of the election result. Their practical effects will depend on congressional majorities, party cohesion, and the issues under consideration.

The 2026 US midterm elections will test the Trump administration’s credibility and domestic acceptability of its foreign policy decisions. The significance of these elections will be measured by how the results affect the Trump administration’s decisions on trade, sanctions, tariffs, international alliances, military commitments, the US-Iran war, and domestic policies. Countries like Pakistan need to realize that US foreign policy cannot be understood only through presidential statements; they need to analyze US public sentiment, opinions, and ground realities for long-term alliances.
